Yes, the kanji represents the weather, the kanji in the image I've linked means Windy Rain. while the other available screenshot had "Weather Crystal" written there (unless I'm translating incorrectly).

I like how the character portrait changes base on the weather (or I think thats the case, judging from the screenshot)

BTW it's pretty much assumed the top Kanji in the orb is a weather indicator, the question is what the bottom number is.
At the moment I'm thinking it's an inverse timer, the higher it goes, the worse the weather gets.</description>
