Mudazumo naki kaikaku - The Legend of Koizumi is a mahjong manga by Oowada Hideki, also known for his work on gag manga Dai mahou touge. The manga is about how the top heads of each country battle it out with each other in the game of mahjong.

It’s not actually about mahjong mechanics, but the over-the-top mannerisms and exaggerated attitudes of the politicians. The game is more of the medium to express those motions. Gotta love the Pope’s GAR way of healing the sick and caring for the needy.
